News reports suggest that Lewiston gun massacre suspect Robert Card was suffering from mental health problems that one might expect would prevent him from possessing a firearm. But gun laws, even in the case of mental illness are not so clear cut. Margaret Groban, who teaches firearms regulation at the University of Maine School of Law, talks with Alex Wagner.
